Я хотел бы начать с одной из самых важных вещей для понимания, а именно с определения основной проблемы. Проблема, которая привела к войне, продолжающейся сейчас, проблема, которая вызвала десятки войн в прошлом и вызовет десятки войн в будущем, пока эта проблема не будет решена. Эта проблема – имперский формат российской государственности. Многие западные политики и так называемая российская оппозиция не понимают этого и думают, что они могут обеспечить безопасность в Европе и процветание в России, просто устранив Путина. Но проблема не в Путине. Его режим – всего лишь новое проявление этой проблемы.

Неделю назад исполнилось 104 года со дня геноцида казачьего народа, в ходе которого были убиты сотни тысяч наших соплеменников. Этот геноцид был осуществлён советским режимом.

Также Российская империя, расширяясь и захватывая новые территории, осуществляла геноциды коренных народов и начала тотальную политику русификации и ассимиляции, уничтожения культурной и национальной самобытности малых народов. Эта политика продолжалась в Советском Союзе и продолжается по сей день.

Демократический режим в Москве, даже если у него есть демократические институты, всегда является лишь маской. Маской, под которой скрыта имперская сущность этого государства.

С падением путинского режима проблема не будет решена, если российская государственность будет сохранена в имперском формате.

Проблемы коренных народов не будут решены, они так же окажутся в положении угнетённых при "демократической власти Москвы", многие из них перестанут существовать как этнические группы, если они не возродятся или не создадут свои суверенные государства в ближайшем будущем.

Европа, в этом случае, получит новую войну через несколько лет или десятилетий, как только Россия накопит достаточно сил, чтобы начать эту войну.

Я должен также сказать, что Запад так же частично несёт ответственность за установление путинского режима.

В 90-е годы Запад помог Москве сохранить целостность Российской империи в её нынешних границах, Запад признал эти границы. Запад способствовал концентрации ядерного арсенала бывшего Советского Союза в руках Москвы.

Запад ничего не сделал, когда российские танки ездили по территории Чеченской Республики, по территории Грузии. Запад покупал у России природные ресурсы, украденные у коренных народов. Запад позволил Путину оккупировать Крым. Запад позволил России вести свою пропаганду на территории Европейского Союза и не предпринял никаких усилий для прекращения этой деятельности или ведения контрпропаганды на территории Российской Федерации.

Теперь Запад расплачивается за эти ошибки. Также Украина расплачивается за эти ошибки, но она расплачивается не только деньгами, но и жизнями своих граждан.

Я надеюсь, что эти ошибки не повторятся в будущем, потому что только в этом случае мы добьёмся свободы для коренных народов и безопасности для всей Европы.

Теперь я хочу рассказать вам о нашем проекте государства Казакия.

Если казачий народ не обретёт своё независимое государство в ближайшие годы, то, скорее всего, нового шанса не будет, и наш народ постепенно уменьшится в численности и потеряет свою идентичность, будет ассимилирован другими народами. Поэтому только возрождение нашего государства может спасти наш народ.

Благодаря своему географическому положению, климату, ресурсам, сельскому хозяйству и промышленности это государство имеет все шансы быть развитым и процветающим.

Я хотел бы отметить геополитическое значение этого региона, который является кратчайшим путём из Европы в Азию. Здесь проходили древние торговые пути, и с появлением здесь новых государств торговля, таким образом, может возобновиться. Что принесёт пользу как местному населению, так и всей Европе.

Кроме того, в перспективе Пост-России река Дон станет важнейшей транспортной артерией, поскольку она соединена каналом с Волгой, которая протекает через большинство будущих государств Идель-Урала и современную центральную Россию, а также имеет выход к Каспийскому морю.

Через Азовское море перевозка грузов пойдёт в Чёрное и Средиземное моря, а возможно, даже в океаны. На юге регион выходит к границам Западной Азии, через будущие государства Кубань и Черкесию.

Есть ещё одна вещь, которую я хочу сказать. Это совместное обращение к Европейскому парламенту от нашего движения и союзной нам организации "Общеказачий Общественный Центр".

В Соединённых Штатах 17 июля 1959 года был принят Закон «О порабощенных нациях» № PL 86-90.

В Законе говорилось, что политика коммунистической России привела к порабощению и лишению национальной независимости Литвы, Латвии, Эстонии, Украины, Белоруссии, Армении, Грузии, Туркестана, Азербайджана, Идель-Урала, Казакии и других народов.

То есть за казаками было признано право называться народом с правом на собственную государственность и традиционное самоуправление. После распада Советского Союза почти все народы, перечисленные в этом Законе, обрели независимость. Но указанная в этом правовом акте Казакия так и не появилась, и казаки до сих пор не признаны в Российской Федерации народом и не включены в общий классификатор народов страны.

Тем не менее, в России 26 апреля 1991 года был принят Закон “О реабилитации репрессированных народов” № 1107-1, где в числе других народов говорилось о казаках и обязанности государства признать факт незаконных репрессий против них и осуществить правовую, территориальную и материальную реабилитацию.

То есть, было объявлено обязательство правительства вернуть казацкому народу его полную субъектность и компенсировать все его потери. Но за 32 года этот Закон ни в малейшей степени не был реализован, несмотря на многочисленные просьбы и требования казаков!

Поэтому мы, казаки, обращаемся к Европейскому парламенту с просьбой принять резолюцию о признании казаков народом, имеющим право на собственную государственность с установлением традиционного широкого казачьего самоуправления. И, кроме того, в короткие сроки обратиться к государствам-членам ЕС с просьбой принять в их странах правовые акты, аналогичные американскому Закону PL 86-90.

И в конце своего выступления я хочу сказать, что для нашей общей победы необходимо активно поддерживать борьбу народов за свободу на всех уровнях. Необходимо поддерживать освободительные движения ресурсами, средствами массовой информации, информацией, деньгами, признанием, легитимизацией и, если это будет необходимо в будущем, оружием.

И, конечно, необходимо продолжать поддерживать Украину.

Сам факт того, что эта конференция проходит сегодня в стенах Европарламента, говорит о том, что Запад начинает осознавать свои прошлые ошибки, и необходимо продолжать работать в этом направлении.

Мы должны добиться нашей общей победы. Вы не можете вести переговоры с Путиным или любым другим российским имперским правительством, вы не можете поддаться их попыткам подкупить Европу, вы не можете доверять их обещаниям.

Только так порабощенные народы обретут свободу. Только так геноцид будет остановлен. Только так в Европе наступит мир, а не просто временное перемирие.

I would like to start with the one of the most important things for understanding, namely the identification of the main problem. The problem that led to the war going on now, a problem that has caused dozens of wars in the past and will cause dozens of wars in the future until this problem is not solved. This problem is the imperial format of Russian statehood. Many Western politicians and the so-called Russian opposition do not understand this and think that they can ensure security in Europe and prosperity in Russia simply by removing Putin. But the problem is not Putin. His regime is just a new manifestation of this problem.

A week ago was the 104th anniversary of the genocide of the Cossack people, during which hundreds of thousands of our tribesmen were killed. This genocide was carried out by the Soviet regime. Also, the Russian Empire, as it expanded and seized new territories, carried out genocides of native peoples and began a total policy of Russification and assimilation, the destruction of the cultural and national identity of small peoples. This policy continued in the Soviet Union and continues to this day.

Here is possible to make the erroneous assumption that the problem can be solved by the establishment of a democratic regime in Moscow, while maintaining a unified Russian state.
First, there was already a historical experience of establishing such a regime. Under Yeltsin, whom the West loved as the "democratic president of free Russia," a war began against the Chechen people. Under Medvedev, when the Russian Federation had not yet had time to finally transform into a totalitarian state, a war began against Georgia.

The democratic regime in Moscow, even if it does have democratic institutions, is always just a mask. A mask under which the imperial essence of this state is hidden.

With the fall of the Putin regime, the problem will not be solved if Russian statehood is preserved in the imperial format. The problems of indigenous peoples will not be resolved, they will also be in the position of the oppressed under the "democratic power of Moscow", many of them will cease to exist as ethnic groups if they do not revive or create their sovereign states in the near future. Europe, in this case, will get a new war in a few years or decades, as soon as Russia accumulates enough forces to start this war.

I must also say that the West is also partly responsible for the establishment of the Putin regime. In the 90s, the West helped Moscow to preserve the integrity of the Russian Empire within its current borders, the West recognized these borders.

The West contributed to the concentration of the nuclear arsenal of the former Soviet Union in the hands of Moscow. The West did nothing when Russian tanks were driving through the territory of the Chechen Republic, through the territory of Georgia. The West bought from Russia natural resources stolen from indigenous peoples. The West allowed Putin to occupy Crimea. The West allowed Russia to carry out its propaganda on the territory of the European Union, and made no effort to stop this activity or conduct counter-propaganda on the territory of the Russian Federation.

Now the West is paying for these mistakes. Also Ukraine paying for these mistakes, but it pays not only with money, but with the lives of its citizens.

I hope that these mistakes will not be repeated in the future, because only in this case we will achieve freedom for indigenous peoples and security for all of Europe.

Now I want to tell you about our project of the state of Cossackia.

If the Cossack people do not find their independent state in the coming years, then most likely there will be no new chance, and our people will gradually decrease in number and lose their identity, will be assimilated by other peoples. Therefore, only the revival of our state can save our people.
Due to its geographical location, climate, resources, agriculture and industry, this state has every chance of being developed and prosperous.

I would like to note the geopolitical importance of this region, which is the shortest route from Europe to Asia. Ancient trade routes passed here, and with the appearance of new states here, trade in this way can be resumed. Which will benefit both the local population and the whole of Europe. Also, in the perspective of Post-Russia, the Don River will become the most important transport artery, because it is connected by a canal to the Volga, which flows through most of the future states of the Idel Urals and present-day central Russia, and also has access to the Caspian Sea. Through the Sea of Azov, the transportation of goods will go to the Black and Mediterranean Seas, and possibly even to the oceans.
In the south, the region goes to the borders of Western Asia, through the future states of the Kuban and Circassia.

There is one more thing I want to say. This is a joint appeal to the European Parliament from our movement and from our allied organization "All-Cossack's Public Center".

In the United States, on July 17, 1959, the Enslaved Nations Act No. PL 86-90 was passed. The Law stated that the policy of communist Russia led to the enslavement and deprivation of the national independence of Lithuania, Latvia, Estonia, Ukraine, Belarus, Armenia, Georgia, Turkestan, Azerbaijan, Idel-Ural, Cossackia and others Nations.

That is, the Cossacks were recognized the right to be called a people with the right to their own statehood and traditional self-government. After the collapse of the Soviet Union, almost all the peoples listed in this Law gained independence. But the Cossackia specified in this legal act did not appear, and the Cossacks are still not recognized in the Russian Federation as a people and are not included in the general classifier of the peoples of the country.

Nevertheless, in Russia on April 26, 1991, the Law “On the Rehabilitation of Repressed Peoples” No. 1107-1 was adopted, where, among other nations, it was said about the Cossacks and the obligation of the state to recognize the fact of illegal repression against them and to carry out legal, territorial and material rehabilitation. That is, the obligation of the goverment to return to the Cossack People it's full subjectivity and compensate for all its losses was announced. But for 32 years this Law has not been implemented in the slightest, despite the numerous requests and demands of the Cossacks!
Therefore, we, the Cossacks, appeal to the European Parliament with a request to adopt a Resolution on the recognition of the Cossacks as a people entitled to their own statehood with the establishment of traditional broad Cossack self-government. And besides, in a short time to apply to the EU member states to adopt legal acts similar to the American Law PL 86-90 in their countries.

And at the end of my speech, I want to say that for our common victory, it is necessary to actively support the struggle of peoples for freedom at all levels. It is necessary to support the liberation movements with resources, media, information, money, recognition, legitimization and, if it will be necessary in the future, with weapons. And, of course, it is necessary to continue supporting Ukraine.
The very fact that this conference is being held today within the walls of the European Parliament suggests that the West is beginning to realize its past mistakes, and it is necessary to continue working in this direction.

We must achieve our common victory. You can't negotiate with Putin or any other Russian imperial government, you can't succumb to their attempts to bribe Europe, you can't trust their promises.
Only in this way will enslaved peoples gain freedom. Only in this way will the genocide be stopped. Only in this way Peace will come to Europe, instead of just temporary truce.
